美国陆军知识产权管理在法规依据、管理机构、主要做法上具有鲜明特点,形成了深刻认识知识产权地位作用、不断完善知识产权法规制度、合理划分知识产权权利义务、积极推动知识产权转化运用、高度重视知识产权纠纷解决等有益经验。完善我国国防知识产权管理制度,需要在顶层设计、法规制度和组织机构建设、核心内容构建、人才培养等方面不断努力。

U.S.army has distinctive characteristics in bases of regulations,management institutes and main practices so as to accumulate valuable experience like deeply realizing the position and role of intellectual property,keeping perfecting regulations and systems related to intellectual property,reasonably dividing rights and obligations of intellectual property,positively facilitating the transformation and application of intellectual property and highly emphasizing the settlement of disputes related to intellectual property.The paper concludes that,to perfect the management system of intellectual property in China,we need keep working with top-level design,construction of regulations,construction of organizational,creation of core contents,talent cultivation,etc.
