Procedure of Progress Monitor on Boat Building of Army

针对当前陆军船艇建造进度计划不合理、要求不明确、制约手段缺乏等问题,提出按5个阶段进行监督的程序、内容和要求,并结合当前实际情况,提出拓展职责权限、完善经济性制约、建立协调机制、加强理论研究4项需要解决的问题。

Aiming at unreasonable planning,unclear requirements,absent restrictions and other issues about the progress of current boat building in the army,this paper brings out a 5-phase monitor procedure and relevant contents and requirements.In combing current conditions,the paper raises four problems to be solved out including expansion of responsibilities and authorities,completion of economic restriction,establishment of coordination mechanism and enhancement of theoretic study.
