Construction of Space Command and Control Mechanism Based on Information System

航天指挥控制体系是航天作战的核心和神经中枢,而基于信息系统的航天指挥控制机制是关系到航天作战乃至联合作战能力形成、结构演化和效能涌现的重要环节。分析了航天指挥控制的集中性、时效性、灵活性、精确性等特点,提出了建立连通的指挥机构、确定敏捷的指挥方式、实施高效的航天指挥控制体系构建要求,并从指挥控制体系构建、指挥控制关系确定和指挥控制规则要求3个方面对航天指挥控制机制进行构建。

Space command and control system is the core and nerve center of space operation,while the space command and control mechanism based on the information system is a key link determining the formation,structure evolution and effectiveness of the space operational and even joint operational capability.Through analysis on the centralization,timeliness,flexibility,precision and some other characteristics of space command control,the paper proposes the requirements on the construction of well-informed command institution,determination of an agile command method and implementation of an efficiency space command and control system.It builds up the space command and control mechanism in three respects including construction of command and control,determination of command and control relation and establishment of command and control regulations.
