我国电力价格形成机制改革研究

Research on Reform of Price Formation Mechanism of Electric Power in China

电力是经济社会的基础性产业,其价格对国民经济和百姓生活都有显著影响。我国电力价格形成机制存在发售环节竞争不充分、输配环节规制不科学、电价结构不合理、电费分担不公平的问题,借鉴国内外的电价改革经验,分析了我国电价改革的目标和原则,并提出了发售环节市场化、输配环节实施激励性价格规制、多种电价制度综合实施、多种来源电力结构优化和建立电力期货市场五条对策措施。

Electricity is a basic industry in economy and society,whose prices have significantly influencedna- tional economy and people ~s life. There existed problems in electricity price formation mechanism in our country, which are insufficient competition in power generation and sale link lnot scientific regulation in power transmission and power distribution link lnot reasonable structure in electric prices, unfair share in electric charge. Drawing on the experiences of electricity price reform of both at home and abroad, goals and principles of electricity price reform in our country are analyzed. Five countermeasures are presented, which are marketization in power generation and sale link, implementation of incentive price regulation in power transmission and power distribution link, comprehen- sive implementation of many electricity price system, structure optimization of many power sources, establishing e- lectricity futures market.
