环京津贫困地区农村土地流转中的政府作用探析——以河北尚义县为例

Researches into the Role of Government in Rural Land Circulation in the Poverty-Stricken Area Surrounding Beijing and Tianjin

河北尚义县是环京津地区的贫困县,县域经济发展比较落后。在新一轮改革中,如何发挥好土地资源这一最大优势,提高土地资源的配置效率,加快农村土地的流转,就成为该县摆脱贫困、加快经济发展的关键所在。课题基于对河北尚义县的实地调研,从发挥政府作用的角度,对环京津贫困地区政府如何科学规范土地流转进行探索,以期推进环京津贫困地区农业的健康发展。

The county of Shangyi in Hebei Province is a poverty- stricken county surrounding Beijing and Tianjin due to its backward economy. In this new round of reforms,how to make the best use of land resources to increase the allocation efficiency of land resources and to speed up the land circulation is the key to relieve poverty and to increase the development of economy. Based on a survey of Shangyi County in Hebei Province,this study analyzes the role of government,and how the government regulates the land circulation scientifically, in the hope of promoting a healthy development of agriculture in the poverty- stricken area surrounding Beijing and Tianjin.
