摘要
未成年人犯罪和毒品犯罪处于"从宽处罚"和"从严惩处"完全相反的两极,只有充分考虑二者相互背反的现实,并在二者之间进行协调,制定宽严相济指导下的"以宽济严"的刑事政策,才能实现对未成年人毒品犯罪的有效治理。
Minor crime and drug crime are at the opposite poles of ＂lenient punishment＂ and ＂heavy penality＂. In order to achieve effective governance of minor drug crimes, we should give lull consideration to the fact that both are opposite to each other, coordinate between them and make the criminal policy of ＂tempering justice with mercy＂ under the guidance of combining severe punishment with lenience.
