In order to promote the development of scientific and technological innovation system, strengthen the construction of science and technology, further implement the science and technology management, and have a correct understanding of the scientific and technological properties. By analyzing four awareness and three resource task, this paper aims at enhancing scientific and technological innovation, constructing overall a new socialist country, so as to realize scientific and technological development goals.
