当前,我国经济发展进入"新常态",产业创新发展迫切要求加强知识产权保护和转化,构建全面对接知识产权强国制度框架的产业政策体系。要在科学把握知识产权强国政策体系中的产业政策内涵的基础上,深化新形势下强化知识产权强国政策体系研究必要性和紧迫性的认识。坚持分类指导、因业施策,以知识产权政策法规为手段,全面提升制造业、农业和服务业竞争实力。也要结合当前政府职能转变的新思路,着力营造环境,全面搭建知识产权制度与产业政策手段互促互进的产业生态体系。

At present, China＇s economy has entered a period of ＂new normal＂, industrial innovation and development urgently requires strengthening protection and transformation of intellectual property, and building a industrial policy system which is corresponding with the system of intellectual property powerhouse. On the basis of grasping scientifically the connotation of industrial policy in the system of intellectual property powerhouse, we should deepen the understanding of the need and urgency of the system of intellectual property powerhouse. We should adhere to the guidance for different categories and the policies that adapted to different conditions, and use intellectual property policies and regulations as means to enhance the competition of manufacturing, agriculture and services. Furthermore, combined with new thoughts of government functions＇ transformation, we should make efforts to create an environment to build a comprehensive industrial ecosystem which intellectual property rights and industrial policy instruments promoted by each other.
