对小岛移民政策的分析与思考——以舟山“小岛迁,大岛建”政策为例

Analysis and Reflections on the Island Resettlement Policy——Taking the “Resettle Inhabitant from Small Islands and Develop Large Islands” Policy in Zhoushan as an Example

小岛移民是沿海地区经济社会发展的现象之一。和过去自然、分散迁移不同,现在的小岛移民是在地方政府强力干预、采用规划性公共政策的结果。本文以舟山"小岛迁,大岛建"小岛移民政策为例,分析该政策的演变过程、特点、实施体系及政策效果,进而提出从制度建设、移民规划、社会适应、社会网络、移民回流及留守渔村的公共品持续供给等方面,来完善小岛移民的公共政策。。

The island resettlement is one of the economic and social development phenomena in coastal areas. Different from natural and scattered migration in the past, now the island resettlement is a result of the planned public policy by the local government＇s strong intervention. This paper takes the＂resettle inhabitant from small islands and develop large islands＂policy in Zhoushan as an example, to analyze the evolution process, characteristics, implementation system and effects of this policy, in order to propound the relevant suggestions from aspects of resettlement system construction, resettlement planning design, re-settlers＇ social adaptation, resettlers＇ social network, re-settlers＇ return, and the constant supply of public goods for the left-behind inhabitant in small islands to achieve the goal of perfecting the public policy on the island resettlement.
