黑龙江省不同就业主体就业现状与问题分析

摘要 黑龙江省劳动力供求矛盾较大,下岗失业人员增多,毕业生就业难和农民进城务工就业难,形成当前劳动力就业的三大压力。高校毕业生就业难的原因既有内部个体因素,又有外部社会因素;农民工的就业稳定性较差、权益保障程度较低、自身职业发展前途有限;结构性失业以及劳动力供给问题使下岗职工就业难度大。高校毕业生就业应从自身层面、企业层面和政府层面,采取对策,保证毕业生的就业率;政府要对农民工就业进行主动干预和调节,加快其就业稳定性的制度建设,加强农民工就业保护,以及就业能力和职业技能培训;对下岗职工应充分开发就业岗位,加大职业培训力度,实现消化型就业。 The contradiction of labor force supply and demand is great in Heilangjiang province. The number of laid-off workers is in- creasing and the employment of graduates and migrant workers is difficult, which are three major employment pressure. The reasons for the employment of college graduates are not only internal individual factors, but also external factors. For migrant workers, the employment stability is poor, the fight protection is weak, and the future of their own career development is limited. The graduates themselves, enter- prises and the government all should take measures to ensure the employment of college graduates. With respect to migrant worker employment, the government should take active intervention and regulation, strengthen the employment protection, enhance training for improving the employment ability and vocational skills. The government should create employment opportunities for laid-off workers and increase the intensity of vocational training to increase employment.
