政府诚信的评价与建设

Evaluation and Construction of Government Integrity

在借鉴国内外政府诚信评价理论与实践的基础上,结合我国国情,设计了政府诚信的评价指标体系。2013年在全国6个城市、2014年在国内H市和美国T市开展了问卷调查。通过调查,获得了公众对政府诚信的感知,其中政策执行力、政府回应性、政府行为法治化、政府信息公开、信仰宪法是公众评价较低的领域。以调查数据为基础,分析了政府诚信存在的问题,并提出了建设政府诚信的对策建议。

On the basis of the theory and practice regarding government integrity evaluation,combined with the real situation of China,the paper designs an evaluation indicator system for government integrity. A questionnaire survey was carried out in six cities nationwide in China in 2013,and in H City of China and T City of the United States in2014. Through the survey,the public perception of government integrity is obtained,in which policy execution,government response,legal governance-oriented government behavior,government information disclosure,belief in constitution are the areas gaining low public evaluation. Based on the survey data,the paper analyzes the current problems for government integrity,and puts forward some countermeasures and suggestions for the construction of government integrity.
