网络空间安全建设的伦理思考

Ethical Thinking on the Construction of Cyberspace Security

网络空间安全关系到国家安全与公民网络隐私权,网络空间安全建设不仅是一个技术问题,也是一个伦理道德问题。"棱镜门"事件表明,美国针对全球的网络监控行为不仅威胁到其他国家的安全,侵犯了其他国家公民的网络隐私权,也对我国网络空间安全建设提出了严峻的挑战。因此,确立网络主权原则、国家安全利益优先原则和公民网络隐私权合理期望原应该成为是网络空间安全建设的基本伦理原则。

Cyberspace security is a serious problem which is related to national security and network privacy right of citizens. The construction of cyberspace security is not just a technical problem but an ethical problem. Prism Event which revealed that the United States is keeping the world under its surveillance not only threatened the security of other countries,invaded the network privacy right of other countries' citizens,but also put forward the serious challenge to the construction of cyberspace security in our country. The author thinks that to establish the principle of network sovereignty,the principles of national security and benefit priority,the principle of citizens' expectation of network privacy right should be the basic ethical principles in the construction of cyberspace security.
