中国特色社会主义法治原则视野下意识形态建设研究

On the Ideological Construction under the Rule-of-law Principles of the Socialism with Chinese Characteristics

依法治国与意识形态建设密切关联。中国特色社会主义"法治"中的"法"包含党内法规和国家法律双重意涵。当代中国意识形态建设基于执政党与国家两个层面交融展开。借助推动党建的法治化、保障人民利益的法治化、贯彻平等法治理念、践行社会主义道德、确保建设渠道法治化推进意识形态建设法治化是中国特色社会主义法治原则视野下意识形态建设的实践形式。法治原则视野下,意识形态建设存在的困境主要有意识形态建设领导责任不明确,意识形态建设中人民的主体地位不明显,意识形态与学术存在混淆的倾向,对社会主义道德的科学认知与有效保障乏力,以及新时期对媒体、文化事业、有关社会组织的管理不到位。相应地,需要构建意识形态建设的组织基础、群众基础、理论基础、道德基础、实施基础。

The rule of law is closely associated with ideological construction. The ＂law＂ in ＂the rule of law＂ of socialism with Chinese characteristics contains dual implications： the inner-party regulations and the state laws. The contemporary China＇s ideological construction is developed on the basis of the ruling party and the country. The practical forms of the ideological construction under the rule-of- law principles of the socialism with Chinese characteristics are to promote the Party building and guarantee people＇s interests under the rule of law, to implement the equal idea of the rule of law, to fulfill the socialist morality, and to ensure the legalization of method construction and ideological construction. Under the principles of the rule-of-law, the ideology construction has some existing predicaments： the leadership responsibility is not clear; the people＇s dominant role is not obvious; the ideological construction and academic research has the tendency to confuse; the scientific recognition and effective guarantee on the socialist morality is weak; and the management towards media, cultural undertakings and social organizations in the new era does not in their place. Accordingly, it is necessary to establish the organizational foundation, the mass base, the theoretical foundation, the moral foundation, and the implemented basis for the ideological construction.
