National Park: New Pattern for Ecological and Environmental Protection in the Three-River Headwaters Area

摘要 国家公园是一种被全球验证了的能有效实现保护与发展的保护地管理模式。文章以三江源国家生态保护综合试验区为试点,结合三江源地区的生态环境保护状况,分析三江源地区生态保护工作面临的主要问题,探讨以国家公园模式保护三江源地区生态环境的必要性,提出建立三江源国家公园管理机构、建议由中央财政拨付运行经费、制定国家公园的保护与开发原则、科学划定国家公园管理范围等建议。 National Park is a management pattern of the protected area for the effective realization of protection and development in the whole world. Using the National Ecological Protection Comprehensive Experimental Region of the Three Rivers Head water in China as a pilot project, this study investigated the ecological protection policies and practices implemented in this area. Major issues encountered during the implementation process of ecological protection are analyzed. The necessities of ecological environmental protection for the Three-River Headwaters Area in the way of National Park are discussed. The specific measures for the construction of national park are proposed. They include: establishing National Park Authority of the Three-River Headwaters Area, setting running and maintenance funds by the central government spending, making the principles of the National Park's protection and development, and delimiting the scope of national park scientifically.
