日本适应驱动创新科技人才发展机制分析 被引量:20

Development Mechanism of Innovation- driven Science and Technology Talents in Japan

摘要 日本在科学技术创新领域取得了令世界瞩目的成果,借鉴日本成功经验有利于我国适应驱动创新的科技人才的发展。适应驱动创新的科技人才应当具备独创思维意识、一定程度的领域知识和全球战略视角。日本适应驱动创新的科技人才发展机制由培养机制、引入机制和保护机制三方面构成:构建官产学合作教育培养机制,提升青少年的科学研究能力和成果转化能力;综合运用海外引援和就地取材的人才引入机制,积极引入海外优秀科技人才为日本效力;注重法制和医疗体制建设,保护科研成果和保障创新人才健康。 Japan has made enormous achievements in the field of innovation science and technology. It is obvious that those achievements have attracted the whole world's attention. And furthermore it is of great importance to learn from Japan's achievements for China to develop innovation - driven science and technology talents. In Japan innovation - driven science and technology talents should have original mind, professional knowledge and consciousness of global strategy. The development mechanism is made of three components: cultivation mechanism, introduction mechanism and protection mecha- nism. Cultivation mechanism of government - industry - academy cooperation education has improved teenagers" capacity of R&D and transforming ability of S&T. Introduction mechanism is helpful to at- tract talents from overseas, or to obtain local talents in foreign countries. Protection mechanism which involves legal regime and health - care system comes in useful in respects of innovation achievements and the talents" health.
