新中国成立初期农村扫盲教育经费的探究——以山西省为例

Exploration on the funds of rural literacy education in the initial stage of the people's republic of China——taking Shanxi Province as an example

中华人民共和国成立初期,中央人民政府领导的扫盲教育运动在全国展开。面对国家财政紧张、无力投入更多扫盲经费的国情,政府提出"民学民办"为主和"各级人民政府给予必要补助"的方针。在实践中山西省采取了政府部分负担、群众义务劳动、利用现有的设施、换工还工等办法解决经费不足问题,确保了扫盲教育健康发展。对扫盲经费问题的探究对当前全国农村扫盲教育具有现实的启示。

At the initialstage of the People＇s Republic of China,literacy education campaign led by the Central People＇s Government moved onnationwide.Faced with national financial difficulties and inability to invest more in campaign,the government put forward the approaches based on ＂ schools run by people＂ and ＂ assisted by governments at all levels＂.In practice,the government of Shanxi Province has taken some actions to resolve the problem such as government＇s partburden,mass＇ voluntary work,the use of existing facilities,pair workers and other solutions so as to ensure the healthy development of literacy education.The study of solving financial problems on literacy education has realistic enlightenment for the current national rural literacy education.
