The second operation work is the basic way to improve the economic benefit of construction enterprise at present. This paper takes the interchange project of North Central Ring and Jianhe Road in Taiyuan as the background to expound the purpose and principle of the second operation work, expound the content and method of the second operation work in detail, sum up how to earnestly develop the second operation work under the restriction of the low efficiency for engineering construction projects, and to be practical and realistic,scientific and reasonable to carry out the visa of engineering change claim work, and strengthen the management of project construction cost.This paper puts forward the feasible effective ways to provide the useful reference for the management practices of the second operation and construction changes of the municipal engineering projects in the future.
