Public Investigation Framework and Case of Soil and Water Conservation

围绕生产建设项目水土保持设施验收技术评估公众调查结果的有效性问题,建立了以水土保持调查目的、调查内容、调查单元、调查方法为主体结构的水土保持公众调查框架。首次明确了水土保持公众调查目的,提出了水行政主管部门及当地群众两个层次的水土保持公众调查内容,以家庭为基本调查单元,采用多种调查方法,在生产建设项目水土保持设施验收技术评估时间段内,随时进行调查。以锦屏500 k V输变电工程水土保持设施验收技术评估为例,讨论构建的水土保持公众调查框架在实践中的应用。实践证明,构建的水土保持公众调查框架可以保证生产建设项目水土保持设施验收技术评估公众调查结果的有效性,可以推广应用。

Focused on the production and construction project of soil and water conservation facilities acceptance technology assessment public question the validity of the survey results,the public survey on the soil and water conservation framework containing soil and water conservation survey purposes,survey contents,investigation unit,investigation method was established. The public survey of soil and water conservation purpose was clarified for the first time. A kind of two levels containing the water conservancy administrative department and the local mass public survey on the soil and water conservation was put forward. With family as the basic unit and using several kinds of research method,the soil and water conservation could be investigated in the production of construction project of facilities acceptance technical evaluation period. Taking Jinping 500 k V power transmission and transformation project water and soil conservation facilities of acceptance and technical evaluation as an example,the possibility of the public survey of soil and water conservation framework application in practice was discussed. Practice has proved that using the public survey on the soil and water conservation framework,the effectiveness of the results of the survey on the production and construction project of soil and water conservation facilities acceptance technology assessment could be guaranteed. The public survey on the soil and water conservation framework could be applied and popularized.
