动物疫情处理补偿政策的研究

Research on Compensation Policy about the Process of Animal Epidemic

对动物疫情发生后补偿现状进行了分析,指出现有补偿存在标准低、范围窄、没有针对性的问题。在此基础上从补偿立法、补偿原则、对象、范围、渠道、方式、建立新型保险制度、补偿信息反馈制度的建立几方面对补偿机制的构建提出了对策建议。

The compensation situation after the outbreak of animal epidemics was analyzed,problems such aslow standard,narrow range and no targeted were proposed. On the basis of this,the paper gives some relevant suggestions about the construction of compensation mechanism on the following aspacts： compensation legislations,principles,objects,scope,channels and methods,as well as establishment of a new insurance system and compensation information feedback system.
