黑土地水土保持技术效率及其影响因素研究——以黑龙江省为例

Technical Efficiency of Black Soil Water Conservation and Its Influencing Factors——A Case Study of Heilongjiang Province

文章利用数据包络分析（DEA）方法对2003~2012年黑龙江省黑土地水土保持技术效率进行总体分析与评价。在此基础上,假定了水土保持技术效率的影响因素,并采用Tobit模型对其进行检验分析。研究发现：2003~2012年间,黑龙江省黑土地水土保持工作处于低效状态,主要是由资金和劳动力过大的投入规模或治理规模不合理造成。自然灾害发生面积、水土保持项目个数和农民人均纯收入增长率对水土保持技术效率的影响是正向的;城镇化水平和水土保持投资占省财政支出比例对水土保持技术效率的影响是负向的。

By using data envelopment analysis（DEA） method, this paper evaluated the overall efficiency of soil and water conservation projects on black soil between 2003 to 2012 in Heilongjiang Province. On this basis, the paper assumed the factors affecting the efficiency of soil and water conservation technologies and used the Tobit model test to analysize it. The study found that black soil and water conservation work in Heilongjiang Province is on the inefficient state between 2003 to 2012, mainly by capital and labor investment size is too large or governance scale caused unreasonable. The natural disaster area, the number of soil and water conservation projects and rural per capita net income growth have the positive impact on the technical efficiency of soil and water conservation; the level of urbanization and the proportion of soil and water conservation investments accounted for expenditure have the negative impact on the technical efficiency of soil and water conservation.
