综合指数法在评价新疆11县(市)卫生系统对口支援效果中的应用

Application of the composite index in evaluating the effect of counterpart support of the heath systems in 11 counties(cities)in Xinjiang

目的调查了解新疆11个县(市)卫生系统对口支援工作的开展现状,并建立一套科学、合理、易操作的适合卫生系统援疆工作的效果评价指标体系,为卫生援疆政策实施效果提供一个可衡量的工具。方法运用综合指数法对新疆南疆11个县(市)卫生系统对口支援工作的核心指标进行综合评价。考核指标体系包括3个一级指标、11个二级指标、25个三级指标。结果在投入指标方面,K3、A1、K4县(市)在人员投入和资金投入方面评分相对较高,而组织领导和设备投入方面差异不大,A2、K1、Z1县(市)排名相对落后;在工作效率方面,Z1、A4、A3县(市)排名前3位,Z2、K1、A1县(市)排名相对落后;在工作效果方面,A5、A4、A1县(市)排名前3位,Z1、A3、K4县(市)排名相对落后;综合3个方面的综合指数评价,K3县(市)的投入指标和效果指标的排名都相对靠前,加上效率指标的权重要远远小于其他2项,综合得分为0.600,排名第1位。结论综合指数法简单实用,能够客观反映卫生系统对口支援的工作成效。

Objective To investigate the current situation of the development of health system counterpart support work in 11 counties（cities） of Xinjiang,and to establish a set of scientific,reasonable and easy-tooperate evaluation index system for the effectiveness evaluation index system,which provides a measurable tool for the implementation of health policy.Methods Using comprehensive index method to synthetically evaluate the core index of counterpart support work（assessment index system including three indicators at the first level,11 indicators at the second level,and 25 indicators at the third level） of 11 counties health systems in South Xinjiang.Results As regarded to the input index,K3,A1,K4 county（city） investment in personnel and funding score is relatively high,and the organization and equipment investment has little difference,A2,K1,Z1 county（city） ranking is relatively backward;As regarded to the efficiency,Zl,A4,A3 county（city） ranked the top 3,Z2,K1,Al county（city） are relatively backward;As regarded to the effect,A5,A4,A1 county（city） ranked the top 3,Z1,A3,K4 county（city） are relatively backward;Comprehensively evaluating 3 aspects of the index,K3 county（city） ranked on the relative weight for input index and effect index,and because the weight of efficiency index is far less than the others,its comprehensive score is 0.60016,which ranked the first.Conclusion Comprehensive index method is simple and practical,it can reflect the effectiveness of the health system in counterpart support work.
