建筑起重机械设备备案及实时监控系统设计与实现

The design and implementation of register and real time monitor system for construction hoisting machinery

近年来,随着建筑行业的高速发展,建设工地上的塔机使用数量迅猛增长（全国目前正在使用的塔机数量在90万台以上）,但由于监管不到位,导致塔机安全事故频繁发生,目前此类事故占工地重特大安全事故的比重约30%,造成了重大生命财产损失和严重的社会影响[1-3]。为了更好地监管建筑起重机械设备、减少事故的发生,建设部于2008年先后出台了《建筑起重机械安全监督管理规定》（建设部令166号）,以及《住房和城乡建设部关于印发〈建筑起重机械备案登记办法〉的通知》（建质[2008]76号）（以下简称《登记办法》），对起重机械出租、安装与拆除、检测与验收以及使用等各环节进行了规范，极大地减少了起重机械安全事故的发生。

Management software system used to register and monitor construction hoisting machinery was designed and developed systematically based on ASP and B/S techniques.This system is used not only to manage enterprise of equipment property,registration and cancellation of information,installation,use and disassembly of building cranes,but also to monitor running of construction hoisting machinery.By these managements of registration and monitoring of all related information of building crane,a large number of security incidents,which take place in construction site will be avoided.Obviously,improving supervise of construction hoisting machinery,working efficiencies of government and enterprises,and informatization level of managing construction hoisting machinery will benefit from the system we developed.
