绿色校园管控体系与模式构建研究

RESEARCH ON THE CONSTRUCTION OF MANAGEMENT AND MONITORING SYSTEM AND ITS MODE OF GREEN CAMPUS

高校校园被视为“小城市”，是一个典型的区域生态系统，在整个社会的可持续发展进程中扮演着越来越重要的角色．欧美高校在绿色校园管控上已经形成了较为完善的政策体系、制度构造和评价模式，相比之下国内的研究还较欠缺．本文从国际绿色校园发展演进的视角，对目前通用的绿色校园管控模式对其进程的影响以及实践中存在的问题进行了研究，这种影响也将从决策者、利益相关者以及不同层面执行者的行为上体现出来．通过对相关评价体系的比较，探讨了评价指标体系的构造策略以及维度参数的设计方法．结合实践中所面临的在减少对环境的不良影响的同时，通过教育教学活动促进内外部利益者行为方式转变的双重任务，以我国某高校的绿色校园建设实践为例，提出了绿色校园管控模式的顶层框架构建、双重动力机制、运行与监控系统、环境因子与人行为互动关系分析等具体措施，为我国正在兴起的高校绿色校园建设管理提供理论与实践参考．

The campuses of colleges and universities have been regarded as complex ＂small cities＂, which is typically a regional eco - system as a whole that plays an increasingly critical role in the sustainable development of society. A range of policy tools, institution strategies and evaluation modes of green campuses have been widely researched and practiced around the world, especially in Europe and the United States. This paper focuses on the influence of management and monitoring system of green campuses on its processes and the behaviors of managers, stakeholders, and developers as well, and also the problems within. Through comparing the relative evaluation systems, we discuss its establishment strategies and the methods of setting dimensions and parameters. In light of the twofold mission universities have been attributed （to reduce the environmental impact caused through campuses activities and to lead the behaviors of stakeholders to more sustainable practices）, this paper puts forward the framework of top -level design of green campuses management and monitoring mode, double drivers mechanism, operation and monitoring system, and interaction of the environmental factor and the human behavior. In addition, one example of green university campus construction in China has been given in this paper. Furthermore, it provides implications for future research and management practice in China.
