摘要
为了能合理分配道路资源,减轻城市交通压力,淮安市于2011年底施行非机动车免费停车政策,文章以淮安市非机动车出行分担率为研究对象,主要研究在非机动车免费停车政策实施前后,淮安市非机动车出行分担率的变化。通过设计方案调查非机动车停车场流量和问卷调查淮安市市民关于该政策的基本情况,通过定性和多项Logit模型定量分析得出该政策对居民出行特征的影响,发现该政策的问题与不足,并提出合理的改善建议。
The free parking policy for Non-motor vehicle was carried out in the end of 2011 in order to allocate road resources rationally, reduce the pressure of urban traffic and make people's life convenient. This paper focused on the sharing rate of the non-motorized vehicles,which had changed to some extent after the policy implement.The surveying program about parking of non-motorized vehicles and basic situation of the policy was developed. On the basis of qualitative analysis of the characteristics of non-motorized users,the effect of the policy on trip characteristics was analyzed based on multinomial logit model. Furthermore,the disadvantages and problems were found by analyzing the main factors of resident trip, and several rational suggestions had been put forward,which provided the basis for optimization for urban traffic structure.
