摘要
分析了水利水电工程对经济社会发展的重要意义,论述了水利水电建设对气候、水质、库区地质、生物、土壤等环境因素和库区原住居民生产生活产生一定生态负效应。提出了在水利水电工程建设中应增强法律约束,强化环保责任,通过加强环评论证,优选环保方案,并鼓励技术创新,降低污染扰民,建立补偿机制等措施,尽量减低生态负效应,加快水利水电建设合理有序开发。
The author analyzed the importance of water and hydropower construction on economic and social devel- opment; discussed the negative ecological effects on climate, water quality, geology, biology, soil, production and liv- ing of inhabitants in reservoir area; and proposed to strengthen legal restriction, stress environmental protection re- sponsibility, improve environmental influence appraisal, select optimum environmental protection scheme, encour- age technical innovation, decrease pollution, establish compensation policy, so as to alleviate the negative ecologi- cal effects and accelerate proper and orderly development of water and hydropower project.
