基于科研过程的电网企业科技项目经费标准

Funds Standards for Science and Technology Projects of Power Grid Enterprises Based on Scientific Research Process

基于目前科研经费管理现状,借鉴电力行业定额计价体系,引入定额管理,并通过揭示基础性、前瞻性和应用性科技项目科研过程,开展基于科研过程的电网企业科技项目经费标准研究,包含费用定额、定额使用指南和费用编制与计算标准。应用经费标准编制9项科技项目经费,与原下达经费差异率整体控制在10%以内。结果表明应用经费标准将进一步规范科研过程经费管理,提高科技项目经费合理性。

On the basis of present management status quo of scientific research funds, quota pricing system of electric power industry is used for reference, quota management is introduced and scientific research process of science and technology pro- jects with fundamentality, foresightand applicability is revealed for developing research on funds standards for science and technology projects of power grid enterprises based on scientific research process, which includes expense standard, quota us- er guide, expense formation and calculation standard. Funds standards are used for establishing funds of nine science and technology projects and the difference ratio with is totally controlled within 10%. Results indicate that application of funds standards will further normalized fund management in scientific research process and improve reasonability of funds of sci- ence and technology projects.
