台湾地区高等教育评鉴制度及其启示

The Evaluation and Accreditation System of Higher Education in the Taiwan Region and Its Relevance to the Mainland of China

评估与质量保障在高等教育大众化阶段显得尤为重要。我国台湾地区更早进入大众化阶段,为应对高等教育发展中数量与质量、拔尖与扶弱、转型与发展的多重挑战,重构了高等教育评鉴制度。这一制度强调评鉴组织的去中心化,建立多元评估主体;重视立法配置评鉴权力,规范评鉴行为;倡导认可制评鉴理念,强调自我评估和自我改进。台湾地区高等教育评鉴制度对大陆高等教育评估的发展具有启示意义。

Quality assurance and evaluation becomes more important than ever in the age of massive higher education. With earlier entry into popular higher education than in the mainland of China, the Taiwan region reconstructed its evaluation and accreditation system to meet the multiple challenges, including the dilemmas of quantity and quality, elitismand popularization, transformation and development. This system is of relevance to the mainland＇s higher education reform because of its decentralization, and diversification of evaluation bodies, its emphasis on the right to evaluation and evaluation regulation as per the law, and its emphasis on selfevaluation and improvement.
