英国是最早提出官方意义上的文化战略与创意产业发展的国家,并形成了包括人才培养在内的推动创意产业发展的完整的政策和管理系统。在创意人才培养模式的构建中,文化产业政策在创意观念培育、学校课程改革和实践教学、校企合作等方面发挥导向作用。英国基础教育和高等教育都重视人才创新能力和实践能力的培育,地方政府和非政府组织也参与到创意人才培养体系之中。

Britain is the first country to develop national cultural strategy and to promote the development of creative industries in the name of the government. Britain has formed a complete system to develop the creative industries including personnel training. In the process of constructing creative personnel training system,the cultural industry policies play a guiding role to nurture creative ideas,to reform the school curriculum and practice teaching,to promote school-enterprise cooperation. British basic and higher education have paid attention to the cultivation of talent innovation and practical ability,local governments and nongovernmental organizations are also involved in the creative personnel training system.
