美国和澳大利亚教师教育专项经费投入政策及启示 被引量:3

摘要 提供优质的学校教育已经成为世界各国构建终身学习社会的重要手段,而提高学校教育质量的关键则是加强教师队伍建设。美国和澳大利亚政府采取立体式多层面的财政投入政策提升教师队伍素质,通过设立教师教育专项资金,对数学、科学、外语等学科的教师进行培训以促进优质教师的培养和专业化发展。在后4%时代,我国应深化教师教育改革,走教育内涵发展的道路,将教师队伍建设作为教育财政支出的重点领域,发挥中央财政的引领和示范作用,统筹中央和地方财政在中小学教师队伍建设中的分担份额,全面提升公立学校的教育质量。
