村卫生室基本药物制度绩效评价指标体系构建研究

Construction of Performance Evaluation Index System of Essential Medicines System in Village Clinics

目的研制村卫生室基本药物制度绩效评价指标体系,为促进基层卫生机构基本药物制度评价提供建议。方法采用德尔斐(Delphi)法对23名专家进行2轮问卷咨询,并结合模糊综合评价法确定各指标的权重系数。结果第一轮和第二轮咨询问卷的有效回收率分别为100%和95.65%。23名专家在相关工作领域均工作了10年以上,其权威程度为0.72;其最终指标体系包括:一级指标5个,二级指标15个,三级指标54个。结论村卫生室基本药物制度绩效评价指标体系较为科学合理,可为实际的绩效评价提供支持。

Objective To design performance evaluation index system of essential medicines system（EMS） in village clinics and promote the evaluation of EMS in primary health care institutions. Methods 23 experts were consulted by 2 round questionnaires using Delphi method. Combined with fuzzy comprehensive evaluation method, the weight coefficient of each index was determined. Results The effective recovery of the first and second rounds of consultation rates were 100% and 95.65%. The 23 experts have worked for more than 10 years in related fields and the coefficient of their authority was 0. 72; The three level index system includes：5 first level indexes, 15 two level indexes,54 three level indexes. Conclusion The performance evaluation index system for evaluating the EMS in village clinics is scientific and reasonable to some extent, which can give support to the actual performance evaluation.
