流域治理中的公民参与研究综述

Literature Review on Citizen Participation of Watershed Governance

公民参与流域治理属于公民有序参与的重要方面,对于提升流域公共治理绩效有重要意义和作用。目前,国内外学界对于流域治理中的公民参与问题已有一定研究,这些研究成果侧重从参与意识(重要性)、参与途径与方式、组织和法律保障等方面,率先对流域治理中的的公民参与问题做了梳理与总结。在此基础上,从公民参与的动力机制、实现机制、保障机制三个维度,提出了流域治理中公民有序参与的未来研究方向。

Citizens＇ participation in watershed governance is not only an important part of citizen participation in order,but also plays a significant role in improving the performance of public watershed governance.By so far,scholars from home and abroad have started the research on citizen participation in watershed governance,while this paper takes the lead to sort out the problem and make conclusions of it,mainly from the aspects of the sense of participation,the approaches and ways of participation,and the organizational and legal protection.Furthermore,this article puts forward the future research directions of citizen participation in watershed governance in dimensions of incentive mechanism,implementation mechanism and guarantee mechanism.
