当前政府监管存在的问题及其破解之道

若将我国政府当前正在稳步推进的行政审批制度改革视为主体,可以发现简政放权与加强监管是行政审批制度改革的两翼。当前,政府监管过程中重审批、轻监管的现象还存在于某些地方政府之中,某些地方政府的动态监管与监督制约机制尚不健全,这直接导致"监管真空"和服务缺位,这些情况的存在阻滞我国行政审批制度改革的进程。鉴于此,有必要从加强顶层设计、创新监管方式和完善监管机制三方面推进政府监管创新、优化政府服务,为快速、稳定、有序地推进我国行政审批制度改革进程创造条件。

If the administrative examination and approval system reforms,which are currently steadily promoted by the government,are deemed as main body,we find that streamline administration and institute decentralization,and strengthening supervision,are the two wings.At present,the phenomenon of emphasizing approval and ignoring regulations still exists in the government regulatory processes in some local governments.Dynamic regulation mechanisms and restriction and supervision mechanisms are not perfect in some local governments,too.These problems directly lead to supervision gap and service deficiency,which blocks the process of administrative examination and approval system reforms.Therefore,it is necessary to promote government regulation innovation and optimize government services by improving top-level designs,innovating regulatory approaches,and perfecting regulation mechanisms in order to lay a foundation for pushing fast,stable and orderly administrative examination and approval system reforms in China.
