Development Dilemma and Breakthrough of Inter Provincial Border Areas in Promotion Tournament

省际边界区越来越成为经济发展的"洼地",进入一种"低水平发展的循环陷阱"。省际边界区的贫困化不能简单地从区位、资源、文化中去解释,核心问题在于晋升锦标赛的制度环境。省际边界区面临着在本省政策中处于弱势、任职官员被边缘化、与周边"难兄难弟"竞争同构化、要素流动和信息传导被行政区边界阻隔、地方治理难度大等种种困境。要走出这种困境,需要建立合理的区域政策体系、以制度安排降低经济发展中的交易成本、创建可行的区域协调机构、实施创新的区域协调政策等一系列"组合拳"来积极应对。

Inter provincial border areas are increasingly becoming the depression of economic development and going into a low development level of circular traps.The poverty of inter provincial boundary areas can not simply be explained from the location,resources and culture.The core issue is the promotion system environment.The provincial border regions face difficult dilemma such as disadvantages in their own provincial policies,marginalized officers,competition isomorphism with the surrounding＂fellow sufferers＂,factor flow and information transmission blocked by the administrative area boundary barriers,and difficulty of local governance.To get out of this predicament,we need a series of combined positive responses,for example,to establish a reasonable regional policy system,reduce transaction costs in economic development by institutional arrangement,create feasible regional coordination mechanism,and implement innovative regional coordination policies.
