阜新市养老服务体系建设

Construction of endowment service system in Fuxin

针对社会养老问题,以阜新市为研究背景,采用文献分析的方法,分析了养老设施建设的模式和运营模式,归纳了阜新市养老服务存在的政府投入资金不足,养老服务业制度建设滞后,经营及建设模式单一,社区养老服务水平低等问题,提出养老机构建设社会化,推进养老服务领域内的政府治理,划定老年人服务领域内政府治理边界等建议,为阜新市养老服务体系建设提供参考。

In view of the problem of social endowment, with the research background of Fuxin city, the construction and operation of endowment facilities are analyzed. Some problems existing in the endowment service are summarized, such as, the insufficient government investment; the underdevelopment of old-aged service; the too simple management and construction modes; the low level of community service for the aged. The suggestions are put forward： the construction of the institution for old-aged be socialized, the government management in the field of endowment service be promoted, the boundaries of governance in elderly service be defined, which may provide a reference for endowment service construction in Fuxin.
