分级诊疗的瓶颈与路径

Bottleneck and Path of Hierarchical Treatment

各地卫生部门正在着力推进分级诊疗,通过分级诊疗使基层医疗资源得到充分利用、缓解城市医院看病难和住院难的困境、降低医疗费用和运行成本。但是由于医方、患方和政府三方面的因素,分级诊疗推进迟缓。笔者认为通过提高基层医疗机构的动力、能力和实力,政府部门落实了吸引力、推动力和号召力才能健全、完善分级诊疗体系,推动分级诊疗工作,建立科学就医秩序。

Local health departments are making efforts to promote hierarchical treatment so as to make full use of grassroots health care resources, alleviate the dilemma of narrow assess to urban medical service and reduce medical costs and operating costs. However, due to the influence from the hospitals, patients and governments, the promotion of hierarchical treatment was slow. The author believed that only grassroots health care institutions improved their motivation, ability and strength and governments implemented the attraction and appeal impetus, hierarchical treatment system and scientific medical service order could be set up and improve.
