摘要
古代草原生态法规中有一些特殊原则体现出保护草原的高超智慧。随惩随奖原则的贯彻,形成了牧民有效的相互监督;感化教喻原则的坚持,有效地发挥了道德律令的作用;前后承继原则的实行,保证了法令通过不断的丰富、修正而日臻完善;律俗一致原则的遵守,避免了法条与习俗的脱节。今人应该沿用与发展这些经验,服务于草原生态建设并更好地保护草地资源。
In the regulations of the ancient grassland ecology,there are some particular principles which showed great wisdom of protecting the grassland.For example,with punishment and award,the herdsmen began to supervise each other effectively;with education and persuasion,the rule of morality was made good use;with the principle of inheritance,laws and regulations got improved gradually;and the correspondence between law and custom avoided the split between them.Today these experiences need to be used and developed but not to be ignored or abandoned.
