摘要
中国历史上的厚禄养廉思想和新加坡的高薪养廉政策在中国广为传播,近期我国两次公务员薪酬调整过程中,高薪养廉呼声再起。考察中国历史上的厚禄养廉思想和新加坡的高薪养廉政策,发现高薪和廉政并不存在必然联系。但是当前我国社会上高薪养廉的呼吁提醒我们审视我国公务员薪酬制度,分析我国公务员薪酬制度中存在的问题,探讨完善公务员薪酬制度的措施。
The thought of high salary for a clean and honest administration policy is spread in China widely. With the adjust-ment of civil servants' pay,the voice of high salary for a clean and honest administration calls back. We find that a high sala-ry is not necessarily linked with a clean and honest administration when we investigates the thought of high salary for aclean and honest administration in the history of China and Singapore. The voice of high salary for a clean and honest admin-istration reminds us to think our country's civil servants' pay system,and analyze the problems in the civil service pay sys-tem,explore the measures to improve the system of civil servants' pay system.
