创新,目前是理论界和学术界最为热门的话题,体制机制创新,对安徽新型城镇化来说最为迫切。近年安徽新型城镇化发展可谓"突飞猛进",但土地城镇化快于人口的城镇化,大多数农业转移人口虽然居住在城镇,但并未融入城市,在就业、教育、住房等社保和公共服务方面没有享受市民待遇。要提升安徽新型城镇化,就必须建立健全基本公共服务提供机制。通过创新,不分户籍、学历。"解放人","发展人"。通过体制机制的创新,走出安徽"以人为核心"的新型城镇化道路。

Innovation is currently the most popular theory and academic topic,and the institutional innovation is urgent for Anhui＇s new type of urbanization. For recent years,the new type of urbanization in Anhui is developing by leaps and bounds. However,the land urbanization is faster than population urbanization. Most agricultural immigrants,though living in towns and cities,have not yet merged into cities,being not able to enjoy social insurance and public service including employment,education,healthcare,housing,etc. in the city. For＂establishment and improvement of basic public service system linked to living years and other conditions＂,through innovation of disregarding household and education background,the population urbanization can therefore be increased. Emancipation of people will lead to people＇s development. Only through the institutional innovation can the new road of＂people-centered＂urbanization be blazed in Anhui.
