电力通信运维外包业务模式研究

Research on the Business Models of Electric Communication Operation and Maintenance Outsourcing

结合电力通信运维特点,从企业内外部环境方面分析电力通信运维外包的形势,给出了电力通信运维外包的定义及特征,通过从外包方式、外包专业领域、外包形式、外包队伍4个角度分析选择策略,提出了电力通信运维外包的目标模式:适度外包、专业外包、精益外包、安全外包,并从管理职责、业务流程及服务质量评价等方面对电力通信运维外包的管控模式进行了研究。

Considering the characteristics of electric power communication operation and maintenance, the situation of power communication operation and maintenance outsourcing is analyzed from internal and external environment of enterprises, this paper presents the defi nition and characteristics of power communication operation and maintenance outsourcing. Through the analysis of selection strategies from the way, the special fi eld, the form and the operation team of outsourcing, the target pattern of power communication and maintenance outsourcing is presented in four aspects including moderate outsourcing, professional outsourcing, intensive outsourcing and safe outsourcing. From the aspects of management responsibilities, business processes and service quality evaluation, the power communication operation and maintenance outsourcing management and control mode is investigated.
