全面推进生态文明建设的协同创新研究

Research on Collaborative Innovation in Comprehensive Construction of Ecological Civilization

历经六个中央文件的顶层设计,生态文明建设已逐步完成战略部署,在"十三五"时期将正式进入全面推进实施新阶段。文章从内外两大系统七个层面构建了生态文明建设协同创新体系:系统内部针对面临问题的原因,推进核心价值层面、制度层面、行动层面、技术层面各自及互相的协同创新;外部系统遵循生态文明的实现路径推进"五位一体"的融入层面、"五化协同"层面以及国际合作层面的协同创新,使生态文明建设成为新常态的引领者。

After the top-level design by six central governmental documents,the construction of ecological civilization has finished its strategic arrangement gradually.In the thirteen five planning period,the arrangement will be in full operation officially.Based on the two systems inside and outside,the paper built the system of collaborative innovation of ecological civilization construction by seven levels.In the inside system,the paper focus on reasons of facing problems to promote the respective and mutual collaborative innovation of core value,institution,action and technology.In the outside system,we should following the path to realize ecological civilization to push forward the collaboration innovation of the integration of Five-in-One;the collaboration of the new type industrialization,the urbanization,the informatization,the agricultural modernization,the green growth;the international cooperation;make the construction of ecological civilization as a leader of ' new normalcy'.
