摘要
当今社会,经济快速发展离不开资本、劳动力和科学技术,而人的素质提升是决定经济和社会发展的关键性因素。只有准确理解人力资本的概念内涵和科学把握人力资本的基本特征,才有可能将潜在的人力资源开发成为现实的人力资本。人力资本具有异质性、可变性、专用性、依附性、增值性和时效性等基本特征。
In today＇s society, rapid economic development is inseparable from the capital, labor and technology, and improvement of people＇ s quality is the key factor of determining economic and social development. Only grasping scientifically the connotation and the basic characteristics of human capital can develop effectively human resources into human capital. Human capital has the following characteristics： hetero- geneity, variability, specificity, dependence, value- added and timeliness.
