Guideline on Deepening SOE Reform （hereinafter referred to as the Guideline） issued by CPC Central Committee and the State Council was announced on September 13, offering official guidelines for SOE reform in the new period of time. The Guideline stipulates the regulation of capital as the focus of reforming the operating system of authorized investment in state- owned capital.
