摘要
国务院於1999年颁布《关於全面推进依法行政的决定》，我国由此正式提出依法行政。国务院于2004年颁布《全面推进依法行政实施纲要》，2008年颁布《关於加强市县政府依法行政的决定》，2010年颁布《关於加强法治政府建设的意见》，这三个文件成为我国推进法治政府建设的纲领与指南。2012年党的十八大提出，到2020年基本建成法治政府。2014年党的十八届四中全会针对法治政府建设提出六个方面的具体实施意见，这就进一步明确了我国法治政府建设的发展方向。
The State Council promulgated in 1999 the ＂Decision on the Comprehensively Promotion of Law-Based Administration＂, officially setting China to the path of law-based administration. Since then, the State Council issued the ＂Outline for the Comprehensive Execution of Law-Based Administration＂ in 2004, the ＂Decision to Enhance Law-Based Administration in Municipalities and Counties＂ in 2008, and the ＂Opinion on the Construction of Law-Based Government＂ in 2010, which together comprise the guiding principles for the construction of law-based government of China.
