国土资源部有关方面日前透露，《不动产登记暂行条例》配套规定《不动产登记暂行条例实施细则》的制定以及不动产登记机构整合又有新进展．由多部门组成的不动产统一登记联席会议要求，不动产统一登记证书要坚持「不变不换」原则，不得增加企业和群众负担。目前细则制定的法定程序已经基本完成，出台实施的条件已初步具备，目前正在进行最後的修改完善工作。不动产统一登记部际联席会议要求齐心协力做好细则的修改完善工作。国土资源部曾表示，细则已经完成了在「中国政府法制信息网」的公开徵求意见，并於6月29日经过国土资源部第3次部务会审议原则通过，目前正在按程序加快推进，细则将于近期发布实施。
The Ministry of Land and Resources recently discloses that the establishment of Detailed Implementation Rule of the Interim Regulation on Real Estate Registration has new progress. The Joint Meeting of Real Estate Unified Registration consisted of many departments requires that real estate unified registration certificate must adhere to the principle of ＂No Change No Exchange＂ and it is prohibited to increase the enterprises and the public＇s burden. The statutory procedures issued by the Detailed Implementation Rule have been basically completed, the conditions of implementing the Detailed Implementation Rule have been initially obtained, and the final work of revision is currently being carried out.
