Integrated management of township and village health services in a city of China:problems and proposals

目的:通过对乡村卫生服务一体化管理状况的调查,分析乡村卫生服务一体化管理存在的问题,提出加强乡村卫生服务一体化管理的建议。方法:采取问卷调查和个别访谈相结合的方法进行调查。结果:近年来,乡村卫生服务一体化管理取得了较大成效,但仍存在一定的问题。表现在乡村卫生服务水平有所提高,但服务效率需要提升;乡村卫生队伍得到巩固,但人员数量不足;乡村医生工资待遇有所改善,但与期望值有较大差距。结论:加强乡村卫生服务一体化管理,需要进一步提高一体化管理的科学化水平;大力加强乡村医生队伍建设;继续加大对村卫生室的扶持力度。

Objective To analyze the problems in integration management of township and village health services and to propose suggestions to improve the integration management based on an investigation into the integration management of the current township and village health services. Methods The investigation is conducted with a questionnaire and interviews. Results It is found that the integration management of township and village health services has made great achievements recently, but there still exist the following problems： firstly, the quality of township and village health services has improved greatly,but the serviee efficiency needs further improvement; secondly, the township and village health teams are stable but the staff numbers are still inadequate; thirdly, the wages have been increased for township and village doctors, but discrepancy is still considerable between actual growth and the expectations. Conclusions It is vital to promote the scientific integration management of township and village health services,enhance the team building of township and village doctors and strengthen the support for township and village clinics.
