在地方高校转型发展过程中,地方政府发挥着不可替代的作用与影响,承担着强化教育立法、推动体制改革、培育市场力量和提供政策支持等政府责任。而我国传统全能型、管制型政府普遍存在高等教育职能缺失与角色错位现象。因此,在转型背景下,地方政府应尽快实现从"全能"走向"有限"、从"管制"走向"服务"的政府角色转变,加快服务型政府建设,为地方高校转型发展提供动力和保驾护航。服务型政府构建的策略有明确政府建设目标、加快政府职能转变、积极推进依法行政、坚持"以人为本"与"服务至上"理念等。

The local government plays an irreplaceable role during the transition of local universities, which bears the government responsibilities, for example, strengthening the education legislation, promoting the reforms, cultivating market forces, providing policy-support and so on. The local governments should realize the role-transformation as soon as possible, that is to say, from＂Almighty＂ to ＂limited＂, from ＂control＂ to ＂service＂, accelerating the construction of service- oriented government, supporting the transformation of local colleges and universities.The strategy of building service-oriented governments has the idea of making the goal of government construction clear, accelerating the transformation of government functions, actively promoting the administration by law, adhering to the ＂people-oriented＂ and ＂service-oriented＂ concept, and so on.
