城市建设投资公司发展战略研究——以济南市城市各建设投资公司为例

The Research on Development Strategy of Urban Construction Investment Corporations——Take the Construction Investment Companies in Jinan as Examples

城市建设投资公司(简称"城投公司")的成立,源于1991年国务院新一轮政府投融资体制改革的要求。作为各大城市的政府投资融资平台,主要通过银行贷款、政府拨款获取资金,并担负着政府基础设施项目建设的重任。由于此类项目大部分无后期收入,加上公司的政府化性质,造成城投公司的发展受到制约,难以适应市场经济体制。论文针对此现状,基于济南市几家城投公司的研究分析,通过对国内城投公司发展阶段的比较,总结城投公司的发展问题,并提出相关建议,为国内城投公司的良性发展提供借鉴。

The establishment of urban construction investment corporations,were originated from the requirements of the State Council about the reform of government＇s investment and financing system in 1991, as platforms of the cities＇government investment financing, mainly obtain funds from bank loans and government grants ,and take the task o fthe construction of infrastructure projects. Since majority of such proj ects don＇ t have later income,and those corporations＇ government nature, resulting in those corporations＇ development are restricted, and it is difficult for them to adapt to the market economy system. In view of the present situation,based on research and analysis of several urban construction investment corporations of Jinan, through comparison of domestic urban construction investment corporations for the development stages, summed up problems of those corporations, and made some suggestions,provided a reference for those corporations＇ benign development.
