清代前期果洛藏族部落施政方略

Study on Governance of Policy in Guoluo in the Early Qing Dynasty

康、雍、乾三朝,从果洛藏族部落的民族心理特点、地理环境、历史文化传统出发,既做到"因俗而治",又充分把集权王朝的国家利益和统治策略实施进去,逐渐形成了一套包括政治、经济、文化、军事、宗教等诸方面比较符合当地实际的政策体系。探讨其施政方略,对于搞好现阶段的民族、宗教工作,正确处理民族地区发展过程中出现的问题具有一定的借鉴价值。

In the early Qing Dynasty,Kangxi,Yong Zheng,Qianlong three emperors,starting from the national psychological features,Guoluo Region geographical environment,historical and cultural traditions,both do ＂rule by custom＂,but also fully take centralized dynasty ruled in national interests and strategy implementation,and gradually formed a set of system includes political,economic,cultural policy system,military,religion and other aspects,more in line with the local conditions.To discussion on the policy,for our present national,religious work,problems dealing with the national regional development process have a certain reference value.
