基于全面转企的地勘单位“十三五”发展规划思路

The Idea about “13th Five-year Development Program” with Regard to the Transformation into Enterprises for All Geological Prospecting Units

"十三五"末期应当是地勘事业单位主体完成企业化的截止期限,国有地勘单位应当按照完成企业化的要求制定"十三五"规划。对此,地勘单位经营管理者首先要做好从事业家向企业家转换的思想准备。在此基础上,规划要围绕经济指标、资产资本、产业结构、找矿成果、投资项目、承包项目、技术创新、企业资质、管理模式、信息平台、人才团队、民生工程、企业文化等方面展开论述。上级管理部门也应将"十三五"规划作为对地勘单位考核的重要依据。

End of the ＂13th Five-year plan＂ should be the deadline for the subject of geological institutions to implement the enterprise reform. Therefore, state-owned geological exploration departments must formulate ＂13th Five-year Plan in accordance with the demand of this regard. In response to this, this paper argues that the first thing business administrators must do is to be ready for the transition of careerists to entrepreneurs. And on this basis, this paper points out that the plan must be concentrated on economic indicator, assets capital, industrial structure, prospecting fruits, investment project, contracting projects, technical innovation, enterprise qualification, management pattern, information platform, talent team, livelihood projects, and corporate culture. And upper-level management departments should regard ＂13th Five-year Plan＂ as an important basis for assessing geological exploration units.
