摘要
在健全国土资源行政审批监管体系、强化事中事后监管方面,广西国土资源系统构建了"审管分离"的监管体系,出台了监管制度落实监管职责,实行流程管控强化监督审批权力,从而构建了全方位监管体系。但同时也面临着取消部分行政审批事项后缺少有效的监管手段、下放审批权需理顺审批监管机制、缺少对相关中介行为的监督规范等问题。强化广西国土资源行政审批监管的思考:(1)建立统一的监管标准体系;(2)探索建立第三方监管机制;(3)建立审批监管信息共享和协调联动机制。
In establishing a sound framework to supervise land and resource administrative examination and approval with a view to enhancing the supervision over the whole process, in the system of land and resources of Guangxi, they have established a supervision framework in which the approval and supervision are independence, introduced a regulatory system to implement regulatory responsibilities, and carried out process controls to strengthen supervision and examination and approval authority. These efforts have led to an all-sided supervision system. Yet, on the other hand, some problems have also begun to surface. For example, after cancelling part of the administrative examination and approval matters, the fact remains that shortage of measure for effective supervision and control, as well as safeguard norm for the relevant intermediary behavior; supervision mechanism of examination and approval need to straighten out before delegating the authority to examine and approve to lower levels. In response to this, this paper proposes that we should not only establish a unified regulatory standards system and the third party supervision mechanism, but also set up information sharing mechanism and joint coordination mechanism in relation to administrative examination and approval.
